It worked where other devices failed
I got this for a family member that wanted to connect their Laptop to an old Hitachi DLP projector. Other VGA to HDMI converters failed to get an acceptable feed to the TV. This device PnP'd perfectly. I got another one for my work, since my work PC only supported two monitors. This device again worked perfectly, and now I can enjoy a three monitor set-up.

Workable performance on USB 2
I purchased this device to drive a second external 1920x1200 Dell U2412M on my Sager NP8662 laptop on Windows 7 64bit with USB 2. Install was painless, and windows sees the device as it would any other external. Performance (on USB2) is just noticeably slower than the other natively powered external 1920x1200, but it works for office-type applications (outlook, chat windows, etc). I would not play video or animation on it. I can't speak for USB 3, but I would think that the additional performance would make this monitor indistinguishable from my native one for office work.
